In the spring of 2000, the design team identified a redevelopment strategy for over two miles of Elgin's Fox River and the adjacent Center City. The Civic and Cultural Campus will be transformed with projects providing environmental, recreational, cultural and transportation enhancements. In the future, the Riverfront Promenade will be the setting for year-round festivals and weekend events, casual recreation, and the rebirth of the commercial district. The Riverside Deck will be transformed into an urban plaza linked to the redevelopment of adjacent commercial properties. The expansion of Metra’s two Center City Elgin facilities will allow for inclusion and partnerships within this Master Plan.
One of the first projects, Festival Park,has already made a significant impact on the riverfront. Built in 2006 as a key component of the Elgin Riverfront Master Plan, Festival Park creates the setting for year-round community celebrations, events, and casual recreation. Just south of the Civic Riverfront, and adjacent to the Grand Victoria Casino, the park is the latest destination along the Riverwalk Promenade. An interactive fountain and unique children’s play environment with large climbing nets and musical pieces was designed to enhance creative and educational play experiences by using non-traditional equipment that ties into the park’s festival theme. A prominent gateway marks the park’s entry, while attractive bollards conceal temporary power sources for outdoor performances.
