Project Overview
Located along the South Shore of Lake Michigan, the 241-acre Marquette Park is one of Northwest Indiana’s most admired and historic regional parks.  Completed in the spring of 2010, the Lakefront East Master Plan identifies improvements that will enhance access to and circulation within the park, preserve and strengthen the park’s natural features, provide new recreational and educational amenities, and restore the park’s signature historic facilities. Collectively, when construction is completed in 2012, the rehabilitation and new improvements will help to re-establish Marquette Park as one of Northwest Indiana’s premiere lakefront destinations, enhancing the quality of life for citizens of Gary and residents of Northwest Indiana.

City officials and other regional leaders are working with Hitchcock Design Group and their consultant team in a comprehensive process that will be market-supported, highly collaborative, and reflective of community and stakeholder interests.  The Hitchcock Design Group team was selected from a public RFP process initiated by the City of Gary Department of Planning in August 2008. Seven qualified consulting firms responded to the proposal to prepare an application for funding and associated design concepts for Marquette Park.

Following selection, Hitchcock Design Group worked with the City to prepare an application to the Northwest Indiana Regional Development Authority (RDA) for financial support. The application was submitted in January 2009. The Marquette Park Lakefront East initiative was made possible when the City of Gary was awarded, in June 2009, a grant for $28,190,000 from the RDA for planning, design, engineering, and selected capital and operational improvements.

In May 2010 construction management services were sought for the Marquette Park Lakefront East project.  ACS / Skillman, a joint venture, was selected to fulfill the role of construction manager.

Events
November 6, 2009 Kick-off Event
The much anticipated revitalization of historic Marquette Park kicked off with a ceremony from 3:00 to 5:00 p.m. on Friday, November 6, 2009 at the Marquette Park Pavilion.  The public and stakeholders joined Mayor Rudolph Clay, the Northwest Indiana Regional Development Authority, the Lakefront East Advisory Board and the consultant team for a meet and greet, introductory presentation and tour of the park.

November 17 and 18, 2009 Stakeholder Discussions
The City of Gary gathered public and stakeholder input regarding the Marquette Park Lakefront East Master Plan during project discussions held on November 17 and November 18.  Fifty-five interviews were conducted with stakeholders during the two-day event providing the Marquette Park Lakefront East team with valuable information about how the park is used and considerations for the future.

January 14 and 16, 2010 Public Workshop and Charrette
The City of Gary gathered valuable public input during the programming workshop and planning charrette with the Marquette Park Lakefront East team.  Workshop attendees participated in a highly-collaborative and engaging process with the project team.  Participants reviewed the project goals, objectives, priorities, and values during the public workshop.  At the charrette, participants brainstormed a variety of program, capital and operational themes for the project.  The results of the planning workshop will be incorporated into the project’s preliminary design strategies.

March 6, 2010 Public Open House
The City of Gary revealed the preliminary concept plan for the rejuvenation of Marquette Park at a public open house on March 6, 2010.  Over 150 residents and stakeholders joined Mayor Rudolph Clay and the City of Gary at the public open house and shared feedback with the planning team. The comments received are important and help to proactively shape the plan. Thank you to all that attended for making this event a success!

April 17, 2010 Public Meeting
After months of planning and six public input opportunities, the culmination of the effort for the Marquette Park Lakefront East Master Plan was unveiled Saturday, April 17 at a Public Meeting at the Marquette Park Pavilion.  Over 100 residents and stakeholders joined t
he City of Gary and the project team to review the results of the planning effort for the Marquette Park Lakefront East Master Plan.

April 20, 2010 Board of Park Commissioners
The City of Gary Board of Park Commissioners reviewed the proposed Marquette Park Lakefront East Master Plan and approved the incorporation into the Gary Parks and Recreation Master Plan.

May 11, 2010 Plan Commission
The City of Gary Plan Commission held a public hearing for the proposed Marquette Park Lakefront East Master Plan and recommended the plan go before Gary Common Council for incorporation into the City of Gary Comprehensive Plan.

May 18, 2010 Gary Common Council
The Marquette Park Lakefront East Master Plan was presented for first and second hearing at the Gary Common Council meeting. Council assigned the plan to Planning and Development Committee.

June 1, 2010 Gary Common Council
The Gary Common Council voted to approve the incorporation of the Marquette Park Lakefront East Master Plan into the City of Gary Comprehensive Plan.

October 22, 2010 Father Marquette Statue Restoration
The restoration of the Father Marquette Statue is the first Marquette Park Lakefront East Project component to get underway. Joseph Sembrat and his staff of Conservation Solutions, Inc. will perform restoration services on the bronze statue.

April 8, 2011 ILASLA honors Lakefront East Master Plan with President’s Award
The Marquette Park Lakefront East Master Plan was recognized with a 2010 President’s Award in the Burnham Award Category through the Illinois Chapter American Society of Landscape Architects.  The professional organization each year recognizes the top design projects created by chapter members.  The award will be formally presented to Hitchcock Design Group and representatives from the City of Gary and Northwest Indiana Regional Development Authority (RDA) at a ceremony at Chicago’s Museum of Contemporary Art on April 8, 2011.

April 15, 2011 Groundbreaking Celebrates Start of Construction of Marquette Park
A special groundbreaking ceremony hosted by Mayor Rudolph Clay, City of Gary officials, Northwest Indiana Regional Development Authority representatives, the Lakefront East Advisory Board, and the Project Team was conducted to “break ground” marking the beginning of construction at Marquette Park.

June 16, 2011 Public Review of Traffic Study and Proposed Roadway Improvements
The City of Gary conducted a public review of the Traffic Study and concept designs for roadway improvements at Marquette Park.  Following a presentation by the Project Team, attendees were invited to vote for their preferred roadway design solution for Marquette Avenue, Montgomery Street, and Oak Avenue.  The preferred option for each of these roadways selected by the public at this meeting has been used to guide the design of roadway improvements that will be constructed in Marquette Park.

September 9, 2011 First Recreation Pavilion Tour Highlights Construction Progress
Members of the press were invited to join the Marquette Park Lakefront East Board for a tour of Marquette Park hosted by the City of Gary and the Marquette Park Lakefront East Project Team.  The tour highlighted project progress and Project Team members were available to provide information and answer questions.

Hosted by
Mayor Rudolph Clay, City of Gary officials, representatives from the Northwest Indiana Regional Development Authority (RDA), the Society for the Restoration of the Gary Bathing Beach Aquatorium and Octave Chanute’s Place in History, the Lakefront East Advisory Board, and the Marquette Park Project Team a ceremonial groundbreaking was conducted to mark the start of construction for the Gary Bathing Beach Pavilion “Aquatorium.”

December 9, 2011 Second Recreation Pavilion Tour Highlights Construction Progress
Members of the Press were invited to join the Marquette Park Lakefront East Board for a tour of the Marquette Park Recreation Pavilion hosted by the City of Gary and the Marquette Park Lakefront East Project Team.  The tour highlighted progress made in the building’s renovation and Project Team members were available to provide information and answer questions.

December 23, 2011 Dedication Ceremony Celebrates First Phases of Marquette Park Improvements
Mayor Rudolph Clay joined City of Gary officials, representatives from the Northwest Indiana Regional Development Authority, the Lakefront East Advisory Board, and the Marquette Park Project Team for a ceremony dedicating the first phases of Marquette Park improvements, including Recreation Pavilion improvements and Oak Savanna restoration, and a ribbon cutting ceremony marking the opening of the newly renovated Father Marquette monument.
