The City of Michigan City has commissioned a team of planning, design, market, and engineering experts led by Hitchcock Design Group (HDG) to develop the Lake Michigan Gateway Implementation Strategy (LMGIS). The purpose of this project is to capitalize on the extraordinary potential of the study area and transform it into a memorable and economically vibrant destination. With a focus on the execution of priority projects, the completed strategy will create a framework for public and private investment and policy decisions, and will outline a series of specific, feasible implementation projects.
Following a three-stage process that began with the Opportunity Analysis, the consultant team and Project Steering Committee (PSC) identified an inspiring goal: to make Michigan City Indiana's Great Lakefront Destination Community. After engaging dozens of stakeholders, reviewing the 2013 Downtown Action Agenda and previous studies, interpreting the market potential and analyzing the area's physical, cultural and financial resources, HDG and the PSC agreed that by 2020 they wanted local residents and regional visitors to: Support a cluster of year-round activities and destinations for the whole family; Easily access and navigate the area; and Experience an extraordinarily attractive environment; which collectively would stimulate private sector investment in Michigan City producing more tax revenue and jobs. The first phase included a 3 day, on-site workshop where the planning team worked interactively with the PSC and stakeholders to brainstorm ideas and explore preliminary concepts, and concluded with the presentation of the Opportunity Analysis.
Next, during the Preliminary Strategy Phase, the HDG team prepared alternative land development, massing, circulation and open space concepts, and worked closely with the PSC to refine the most promising concepts into a single Framework Plan. They simultaneously prepared a variety of park, urban design and streetscape concepts as part of the Urban Character Plan. As this phase continued, the HDG team made Preliminary Implementation Recommendations for capital improvements (including costs), operational improvements, and related public policies that will, collectively, help the community advance the strategies. This phase included a Public Open House to discuss the Opportunity Analysis, showcase the preferred Framework and Urban Character Plans, and receive public comment.
In the Final Strategy Phase, the HDG team detailed the prioritized Step-by-Step Implementation Actions and documented its recommendations in a Final Report. The Final Report was approved by the Redevelopment Commission on Monday, August 25, 2014 and will be presented to the City Council in October.
